Biography

Enrique García has been the Executive President of CAF since December 1991. He was Bolivia’s Minister of Planning and Coordination and Head of the Economic and Social Cabinet between 1989-1991. 

Prior to this, he was Vice Minister of Planning and Coordination and a member of the Board of Directors of the Central Bank of Bolivia. In the private sector, he has occupied the position of Manager of Operations at Banco Industrial S.A. and sat on the Boards of several industrial and financial institutions. At the international level, he held senior positions at the Inter-American Development Bank (IADB) for 17 years, including that of Treasurer of the Institution after having performed in other directive positions.

He acted as Bolivia’s Governor at the World Bank, the Inter-American Development Bank, and the River Plate Basin Development Fund (FONPLATA), and represented Bolivia, Chile, Argentina, Peru, Uruguay and Paraguay as a member of the IBRD and IMF Development Committee.

He is on the directive councils of several institutions, universities, think tanks and foundations worldwide.

At an academic level, he has been a Professor at both the Higher University of San Andres and the Catholic University in Bolivia. He is a Ranking Member of the Bolivia Academy of Economic Sciences and a member of the Science and Technology Council of the Bolivian Academy of Science. He has received honorary doctorates and other degrees from various universities and has been decorated by several governments, institutions, magazines, and media, mainly specializing in Latin America.

Mr. Garcia holds a B.S. and an M.A. in Economics and Finance from St. Louis University and doctoral studies at the American University.
